– Nhìn chung, một nhà kho an toàn và an ninh cần phải có vị trí thích hợp với các lối đi thuận tiện. Nếu nhà kho ở trong một tổng kho, nó cần phải được tách rời khỏi các kho khác. Vị trí của nhà kho phải tính toán đến khả năng gây ô nhiễm từ việc rò rỉ hoặc tràn đổ hóa chất. Nhà kho phải được đặt xa khu nhà ở và nguồn nước bề mặt như sông, suối và chỗ chứa nước cung cấp cho nhu cầu dân sinh hoặc nước tưới ruộng.
– Nhà kho không nên đặt trong khu vực:

+ Đầu nguồn sông, suối;
+ Nhậy cảm về môi trường.
Một nhà kho lưu cất giữ hóa chất cần phải đảm bảo:
– Phải chịu được lửa, nhiệt độ cao, không phản ứng hóa học và không thấm chất lỏng. Sàn nhà phải thiết kế chỗ chứa hóa chất rò rỉ hoặc tràn đổ và bề mặt không gồ ghề để dễ dọn sạch. Tường bên ngoài phải chịu được lửa ít nhất là 30 phút; tất cả các bức tường đều không thấm nước; bề mặt bên trong của tường trơn nhẵn, có thể rửa một cách dễ dàng và không bắt bụi. Nếu kho được xây dựng đơn lẻ thì mái phải làm bằng một vật liệu khó cháy và thông hơi dễ dàng khi cháy;
– Có lối ra, vào phù hợp với những cửa chịu lửa được mở hướng ra ngoài. Cửa phải có kích cỡ tương xứng để cho phép vận chuyển một cách an toàn (lối đi chính phải rộng tối thiểu 1,5 m). Các cửa bên trong nên là loại cửa lò xo mở hai hướng và đóng tự động. ở những nơi mà những kho chứa được xây dựng trong một nhà kho chung (kho tổng), thì các cửa thoát nạn nên thiết kế mở hướng thẳng ra bên ngoài tòa nhà;
– Có chỗ chứa hóa chất tràn đổ hoặc rò rỉ để bảo vệ môi trường bên ngoài. Trong trường hợp môi trường đặc biệt nhậy cảm, phải xây dựng một hệ thống thoát nước bên trong nối liền với các hố quây nước hoặc với các công trình xử lý chất thải;
– Được giữ khô và tránh được sự gia tăng nhiệt độ. Trong điều kiện quá nóng hoặc quá lạnh, hầu hết các hóa chấtnông nghiệp bị phân hủy và thậm chí cả thùng chứa cũng có thể bị hỏng. Tương tự như vậy, sự ẩm ướt cũng làm cho các bao, gói giấy bị hư hại, và có thể dẫn đến việc rò rỉ hóa chất;
– Có ánh sáng nhân tạo hoặc tự nhiên thích hợp nhờ các cửa sổ hoặc hệ thống đèn. Cửa sổ không được phép để ánh sáng mặt trời trực tiếp chiếu vào hóa chất bởi tia cực tím có thể hủy hoại thùng chứa và hóa chất bên trong. Đèn điện và những công tắc cần phải được đặt ở vị trí thích hợp để tránh hư hỏng và cần có khoảng cách nhất định giữa các đèn và chỗ chứa hóa chất nhằm tránh việc truyền nhiệt;
– Có hệ thống thông gió phù hợp để làm loãng hoặc hút sạch lượng khí độc sinh ra. Những nơi việc thông gió tự nhiên không đủ thì phải lắp quạt thông gió;
– Được đánh dấu với ký hiệu cảnh báo thích hợp. Bất cứ ký hiệu cảnh báo nào cũng cần phải tuân thủ những yêu cầu của Quốc gia về các khía cạnh màu sắc, hình tượng và dạng hình học. An ninh nhà kho là quan trọng nhằm ngăn chặn kẻ trộm hoặc những người không có thẩm quyền lạm dụng hóa chất. Cần tăng cường An ninh trong các tình huống có thể dự đoán được. Bên cạnh đó, tại kho phải có bảng hướng dẫn cụ thể tính chất của từng hóa chất những điều cần phải triệt để tuân theo khi xắp xếp, vận chuyển, san rót, đóng gói.
– Được tổ chức tốt để hóa chất giao nhận được lưu giữ vào kho đúng lúc, được xếp lên giá và xếp đống đúng quy cách, đảm bảo an toàn, ngăn nắp và có thể dễ dàng nhìn thấy nhãn. Thông thường, xếp không cao quá 2m, không sát trần nhà kho, cách tường ít nhất 0,5 m. cách mặt đất từ 0,2 – 0,3m. Những sản phẩm dễ cháy phải được xắp xếp riêng biệt ở vị trí chống lửa đặc thù của nhà kho. Nên chứa chất lỏng dễ cháy, dễ bay hơi trong các thùng kim loại không rò rỉ, để trong hang, hầm, nơi thoáng mát. Không được xếp trong cùng một kho các hóa chất có tính đối nhau hoặc phương pháp chữa cháy hoàn toàn khác nhau. Đối với các hóa chất kỵ ẩm phải xếp cao tối thiểu 0,3 m. Thêm vào đó, những sản phẩm dễ ô xy hóa cần cất giữ trong điều kiện hoàn toàn khô, không tồn chứa nhiều chất ô xy hóa trong một kho. Để đề phòng sự cố rò rỉ hay tràn đổ, không nên xắp xếp gần nhau những hóa chất mà khi phản ứng tạo ra các hóa chất nguy hiểm (ví dụ: bình chứa axít gần hợp chất cyanua thì có nguy cơ tạo khí hyđrô cyanua độc gây chết người), ngay cả khi các hóa chất này ở các kho riêng biệt trong cùng một tổng kho thì cùng tránh đặt các kho đó sát nhau. Tương tự như vậy, không đặt kho hóa chất gần quá trình sản xuất không tương hợp, dễ xảy ra các phản ứng nguy hiểm. Bất cứ sự sắp xếp nào trong nhà kho cũng phải cẩn thận, tránh việc quá tải trên các giá hoặc nén quá chặt các thùng chứa ở dưới đáy của chồng hàng.
Một số điểm khác cần lưu ý:
– Cung cấp nước. Hệ thống cấp nước phải được đặt ở gần nhưng không được ở trong nhà kho.
– Lập hồ sơ: Phải lập hồ sơ về các hóa chất ở trong kho nhưng phải cất giữ chúng riêng biệt ở một nơi an toàn để tránh sử dụng không đúng thẩm quyền hoặc có thể dễ dàng lấy chúng ra trong trường hợp khẩn cấp như cháy. Khi giao nhận hóa chất nguy hiểm, người giao hàng phải giao cho người nhận hàng bản hướng dẫn tính chất và những yêu cầu an toàn đối với hóa chất đó và phải có giấy biên nhận hợp lệ;
– Sơ cứu: Những phương tiện sơ cứu phải luôn có sẵn để sử dụng khi bị nhiễm độc vào mắt, vào da hay bị thương nhẹ;
– Phòng rửa: Các phòng rửa phải được đặt ở gần nhà kho để mọi người sử dụng hóa chất ở trong kho dùng thuận lợi. Phòng rửa cần được trang bị bể rửa, xà phòng và khăn lau (tốt nhất là các khăn lau chỉ dùng một lần);
– Nơi cất giữ quần áo bảo vệ: Cần có nơi thông thoáng và riêng biệt để cất giữ phương tiện bảo vệ và các quần áo cá nhân. Nơi cất giữ này thường được đặt trong các tủ có khóa và không đặt ở trong kho hóa chất;
– Nhà kho để chứa các vật chứa rỗng hoặc các chất thải hóa chất dạng rắn: Những vật chứa rỗng (trừ những cái đã chứa loại hóa chất khi phản ứng với nước tạo ra khí độc) cần phải được rửa sạch ít nhất 3 lần và được cất giữ ở nơi khô ráo, an toàn cùng với chất thải hóa chất. Không được dùng chúng để chứa thực phẩm, nước hoặc các chất được dùng cho người hoặc vật nuôi. Phải nhớ rằng chỉ một lượng rất nhỏ của hóa chất còn sót lại trong vật chứa cũng có thể gây ra những bệnh hiểm nghèo hoặc tử vong;
– Khu vực chuẩn bị: Việc chuyển rót, đóng gói hóa chất độc không được làm ở trong kho. Phải làm ở trong phòng riêng, có hệ thống hút hơi khí độc tốt. Những nơi đó thường phải có mặt nền cứng, bằng phẳng và thiết kế hướng dốc vào trong khu vực dùng cho việc chứa hóa chất để tránh ô nhiễm môi trường xung quanh;
– Những cẩn trọng về cháy:
+ Cấm hút thuốc hoặc sử dụng lửa trần trong phạm vi nhà kho.
+ Cần có đủ những bình chống cháy phù hợp và hoạt động tốt đề phòng trường hợp khẩn cấp; Hệ thống phòng cháy tự động phải luôn sẵn sàng hoạt động;
+ Nên kết hợp tự động việc đóng các cửa phát sinh lửa, hệ thống báo động và vành đai xung quanh vùng để ngăn ngăn chặn cháy lan tràn;
+ Phải có lối vào dễ dàng cho xe cứu hỏa;
+ Mạch điện phải đặt thiết bị thích hợp để ngăn chặn sự quá tải;
+ Hệ thống dây điện, công tắc, các thiết bị điện đặt cố định phải được bảo vệ để tránh bị hư hỏng do va chạm khi di chuyển các thùng chứa và khi xe nâng đi qua;
+ Để tránh cháy bởi tĩnh điện, khi sắp đặt và dịch chuyển các thùng chứa hóa chất đều phải được nối đất và chằng buộc cẩn thận;
+ Không được dùng xe cần trục chạy bằng động cơ đốt trong ở khu vực kho chứa hóa chất dễ cháy nổ
